I have similar feelings about certain FMCSR’s (federal regulations governing the trucking industry)...
On October 7, 2021, the Federal Register, the Daily Journal of the United States Government, published FR Document 2021-21928 (86 FR 55718). This new federal rule known as: Controlled Substances and Alcohol Testing: State Driver's Licensing Agency Non-Issuance/Downgrade of Commercial Driver's License, has an effective date of November 8, 2021, and a compliance date of November 18, 2024.
You’re heard the story before- a company gets all set up to run loads, and on the FIRST DAY operating, the vehicle gets pulled over. Officer runs the DOT#, and BAM- it turns out the vehicle has ALREADY been placed Out-of-Service by the FMCSA. The Unified Carrier Registration is a federally mandated registry for companies that conduct interstate commerce within the United States. In essence, it is a database that stores fleet information about interstate companies that is made accessible to the states participating in the program.
